- abstract: This data set utilizes data from the NM Lead Poisoning Surveillance and Prevention Program to provide information on the number of children under age 6 years, whose blood was tested for lead in 2009-2017. The data set contains counts of total number of children tested by county, the child's corresponding age category, and their blood lead level category. This data set supports calculation of the childhood lead poisoning annual measures among New Mexico young children. Measures include: 1) number and percent of children tested and 2) number and percent of children tested with confirmed blood lead levels >=10 mcg/dL and 2) number and percent of children tested with blood lead levels between 5 mcg/dL and less than 10 mcg/dL. The presentation of these measures by NM county identifies children at risk, helps evaluate screening practices and best testing practices for young children.
- purpose: Dataset was created to allow public access to data on annual blood lead levels among children under age 6 years by NM county. This indicator and it's measures can be used to track young children blood lead levels in NM counties and public health regions. Baseline data can be used to identify high-risk counties and monitor changes or trends over time. This indicator and measures can also be used to evaluate the effectiveness of existing and new lead poisoning prevention programs.
- supplinf: The data are from the New Mexico Lead Poisoning Surveillance and Prevention Program for children under 6 years old receiving a blood lead test in the specified year. Any level of lead in blood is a notifiable condition in NM and must be reported to the NMDOH per NM Administrative Code 7.4.3.12. In NM, universal blood lead screening is required, rather than targeted screening. The laboratory reports come by way of electronic HL-7 messages through the New Mexico Health Information Collaborative (NMHIC), electronic download, faxed copies, or postal mail from Clinical Laboratory Improvement Amendments (CLIA) certified facilities, or from clinics utilizing CLIA-waived portable blood lead screening devices. The surveillance extract submitted to CDC requires that whole numbers, no decimals be submitted. The rounding protocol for NM is that a result 0.5 or greater is rounded to the next highest whole number and a result less than 0.5 is rounded down to the next lowest whole number, with the exception of results falling in the range 9.5-9.9 which are rounded down to 9 so they will correctly be categorized as less than 10. If a test is reported below the detection limit, the detection limit level is entered as <dl (for example <3.0) into the surveillance system database and reported as the midpoint of the interval between zero and the detection limit. Upon receipt, all results are initially reviewed for levels at or above 5 mcg/dL for individuals under 6 years of age at blood collection date. Lead results are entered into the HHLPSS database. An elevated blood lead (EBL) case is opened on a lead level of 5 mcg/dL or higher. Capillary samples of 10 mcg/dL or higher require a venous confirmatory test. Lead case management providing medical management and education is provided on cases with an EBL of 10 mcg/dL or higher from a venous sample. Environmental exposure assessments are conducted on a venous blood lead test of 15 mcg/dL or higher. Exposure assessments are completed on residences where an EBL child spends more than 10 hours per week. On-site exposure assessments are only conducted if exposure sources cannot be determined otherwise. The HHLPSS database has been maintained by NMDOH-EHEB since 2013 (previously the SQL Server Epi Lead Surveillance System database). Electronic data are available since 1993, however data of acceptable quality are only available since 2006. The database contains a field for entry of the Medicaid ID# for linkage to Medicaid eligibility data, however reporting of this data from the providers is sparse. When NM was funded by CLPPP, DOH had a data-sharing agreement with the Human Services Department Medicaid office to provide them with lead screening data linked by name and birth date to the Medicaid eligibility files. By using the child's last name, first name, date of birth, and sex, a linkage can still be made to Medicaid data. It is important to note that some some blood lead test results have missing information on county of residence, which accounts for approximately 1-20% of the data for a given year. These blood lead tests with missing county information are included in the tabulated results shown on the EPHT portal but on the maps.
